The Centre for the Study of Public Administration and Civil Service was created within the structure of the Institute for Advanced Training of Civil Servants of the Republic of Tajikistan and was officially opened in January 2009.

In August 2013, the Institute was transformed into the Research Institute of Public Administration and Civil Service under the order of President of the Republic of Tajikistan.

The institutions implementing scientific, innovative, analytical and information activities.

The main activities of the Institute are:

  1. Implementing of fundamental and applying research in the are of public administration and public service.
  2. Development of recommendations to improving the system of public administration and public service.
  3. International cooperation in the field of fundamental and apply research in the field of public administration and civil service.
  4. The best practices in the scope of public administration and civil service.
  5. Development of research projects with the related topics of public administration and civil service.
  6. Coordination and oversight of sectoral research projects within the framework of the Institute’s activities.
  7. International cooperation in the area of fundamental and applying the research of public administration and public service.
  8. Organization and promotion of the participation of researchers in the field of scientific conferences, symposia and seminars.
  9. Scientific and scientific-methodological support of the educational process at the Academy of Public Administration under the President of the Republic of Tajikistan.

The Institute of Public Administration and Civil Service, being an important structural subdivision of the Academy, plays an active role in conducting research in the public administration and civil service for increasing the efficiency of faculties, the department of magistracy, retraining and advanced training courses for civil servants, taking into account international standards.

The Institution have 5 responsibilities to achieve the target:

  1. Conducting scientific research in the area of public administration and public service.
  2. Participation in the planning of scientific research on theoretical and practical issues of public administration and public service.
  3. Conducting survey among students of retraining and advanced training course for civil servant.
  4. Participation in the development of agreement, program and interdepartmental and international project on scientific cooperation in the field of public administration and public service.
  5. Develop an information manual and analytical report on various types of state and civil services for management on behalf of the authority.
