The Human Resource, Registration and Special Works Management is one of the most important sector of the Academy, according to the articles of the Constitution of the Republic of Tajikistan, the Labour Code of the Republic of Tajikistan, the Law of the Republic of Tajikistan “On Labour Protection”, the Law of the Republic of Tajikistan “On Education”, and the Law of the Republic of Tajikistan “About appeals of physical persons and legal entities”, “Standard guidelines of the registration office in state bodies, institutions, enterprises and other organizations of the Republic of Tajikistan and the charter of state government institution at the Academy of Public Administration under the President of the Republic of Tajikistan”. The main functions of human resources, registration and special work management are considered to fulfill the requirements of personnel policy in the following order:
– preparing orders of Rector of the Academy on the main staff activities;
– selecting and evaluating administrative and state staff, and their compliance with their professional and official duties;
– registration and assisting in the implementation of the constitutional rights of employees, including concept of admission and firing from work, transferring to another job, allowing vacation leaves, preparing employee documents for a business trip, training, studying and progressing specialties, performing personal affairs and filling out work records book on time, submitting to industry and state awards, provide information in accordance with applicable laws required places;
– establishing a work schedule based on the law of the labor industry and the Academy’s Charter;
– clarifying and providing a statistical list of staff, information on administrative department, pedagogical academic, training services and technical assistance to the Academy’s management Department.
– preparing and placing orders for students and undergraduates;
– arranging incoming and outgoing documents correctly;
– regulating appeals of physical persons and legal entities on time;
– arranging a partnership with recruitment office;
– registering teachers, employees and students of the Academy.
